Our talented management team - including the Senior Leadership Team - ensures the smooth and effective running of 51ºÚÁÏ. They are drawn from a variety of backgrounds - but all share a deep commitment to consumer protection and 51ºÚÁÏ's very specific aims and objectives.

John Herriman, Chief Executive
John has a background working across various sectors, ranging from commercial through to local government and from the Armed Forces to not-for-profit organisations. A career spanning 35 years has given him an incredible diversity of perspectives on how different sectors operate and how they can work together successfully.
Chantelle Levoir, Finance and Corporate Services Director
Chantelle joined the Institute in August 2023 as Director of Finance and Corporate Services. Her remit covers Finance, HR, Governance, Membership, IT, Data and Legal. She also serves as Company Secretary for the 51ºÚÁÏ Group.
Phil Owen, Service Delivery Director
Phil is a committed and passionate trading standards professional, that has worked in the trading standards profession for 25 years - as a practitioner and manager in local government, a policy and programme director in central government and for the past 15 years has led a variety of management and leadership roles at 51ºÚÁÏ.
Duncan Stephenson, Policy and External Affairs Director
Duncan has overall responsibility for 51ºÚÁÏ’s policy, campaigning and communications activities. With more than 25 years' experience, he has achieved considerable success in his field - having led the policy, campaigns and communications for two national, member-based charities.
Jessica Merryfield, Head of Policy and Campaigns
Jess is leading on 51ºÚÁÏ’s Policy work, including helping 51ºÚÁÏ to drive change and build influence externally, and champion the work of the Trading Standards profession.
Jacqui Guerreiro, Head of Governance
After obtaining a Diploma for Secretarial Linguists, Jacqui worked for a London buying office for international department stores and then an English language school.
Sue Steward, Head of Education & Training
Sue is Head of Education & Training at 51ºÚÁÏ, she has worked for the Institute for 3 years, having originally been taken on to drive forward the Qualification Review.
Paul Gordon, Head of IT
Paul has worked at 51ºÚÁÏ since November 1997, having previously been employed as an Analyst Programmer at Essex County Council.
Spencer Dyment-Shone, Head of Marketing and Digital
Spencer joined 51ºÚÁÏ (on an interim basis) at the start of 2024 - after nearly three decades working in commercial marketing and digital development - with the last 12 years as a consultant and digital project manager.
Elaina Jones, Marketing and Sales Manager
Elaina has been at the heart of 51ºÚÁÏ’s sales and business development efforts for more than a decade. Currently extending her talents within the marketing department, she remains the driving force behind many of the Institute’s commercial endeavours - including its flagship Annual Conference.
Richard Cowles, Education and Training Manager
Richard joined 51ºÚÁÏ in August 2023 having previously worked as a Qualifications and Assessment Manager.
Tom Morgan, Membership Manager
Tom has worked in and around the membership profession for over ten years. His experience ranges from recruiting into the industry to having membership management roles in the sport and recreation and cyber security sectors.
Abbie Hunter, HR and EDI Manager
Abbie started her career as a receptionist with a shipping company in Romford, Essex. There, she worked closely with the HR Manager who was a role model and inspiration for the beginning of this HR journey.
Lina Paulauskyte, Financial Controller
Lina joined 51ºÚÁÏ in January 2024. Originally obtaining a law degree in Lithuania, Lina extended her studies in Denmark, and got re-qualified in finance in London.
Kerry Nicol, External Affairs Manager
Kerry is leading on the 51ºÚÁÏ consumer facing campaigns and using her stakeholder relationship building skills to develop meaningful partnerships that benefit the Trading Standards profession and the wider consumer protection landscape.
